Project: Utilization of Voluntary Counseling and Testing (VCT) services among  Vulnerable Groups

        Although Cambodia has seen a decline in HIV sero-prevalence among young entertainers, the current HIV prevalence of 14.8 % is still high (NCHADS Health Sentinel Surveillance in 2002); and the Government and NGOs agreed that Cambodia must continue to maintain its efforts in prevention activities among the high risk groups while providing care and support to those who are HIV positive.  The purpose of this project is to promote the utilization of VCT and RTI/STI services among young entertainers, construction workers, and men who have sex with men (MSM) in Siem Reap town, Sihanoukville and Phnom Penh.

Project:  Health Sector Support Project

The MoH implements a Health Sector Support project financed by the Asian Development Bank, called "Contracting of Health Services″, where an NGO is awarded a contract to improve health care services in a selected Operational District by working together with local Government health officials. RHAC participates in the MOH/ADB "Health Sector Support Project" by working together with HealthNet International (HNI), which has contracted with the MOH to improve health care services in Preah Sdach Operational District of Prey Veng Province. RHAC assists HNI to strengthen the Government health system by increasing the managerial and technical capacity of the Government staff, leading to improved quality of patient care and increased access to public health services. To meet these objectives, RHAC′s technical team provides training in all relevant health issues, supervision, health facility administration, personnel management, ethical behavior, drugs management, financial management, record keeping, reporting, supervision etc, to OD staff, HC staff and Referral Hospital staff to enable them to take on increased responsibility for managing the health services efficiently and effectively.

Training Department

RHAC′ Training Department, staffed by competent Trainers, designs and implements training programs in reproductive health for its own staff and volunteers, as well as for those of other organizations. Training courses are designed according to the needs of the participants on subjects ranging from community health services (BS, STDs, HIV/AIDS, ANC, PNC, EPI, TB, Vitamin A supplementation etc), community health education and counseling, to program management, Leadership and other issues, such as Gender Equity, Sexuality, and Reproductive Rights.

Clinical Training Department

RHAC′s clinical training program conducts training sessions for medically qualified NGO staff, Government and RHAC staff, on topics such as FP, STDs, Gynecology, ANC, and HIV counseling.

IEC and Marketing Department

This department provides support to RHAC programs by producing IEC/BCC materials, such as booklets, leaflets, flyers, newsletters, bags, T-shirts, caps, referral slips, radio/TV spots; and conducts various market research/promotional activities in order to promote RHAC′s RH services.

Human Resource and Institutional Development

With a view to upgrading the skills of its staff, RHAC gives priority to staff training. Staffs attend overseas training courses, regional workshops, conferences and receive In-country training, including English language training and on-the-job training in their respective fields.

Monitoring and Evaluation department

The M&E Officer has overall responsibility for the monitoring and evaluation of RHAC programs.
