  1. Introduction
RHAC holds a sustainable long-standing partnership with the government, civil society, the private sector, and other NGOs. The COVID-19 pandemic has firmly reiterated the importance of localized development for sustainable change.  The impact of the pandemic has resulted in a reduction in facility-based service delivery as clients tend to delay accessing services due to fear of Covid-19 infection, while the government has brought in new restrictions and intensively put health resources to curb the pandemic. Accessing quality health information and services is becoming increasingly challenging in the community, especially for youth and other vulnerable groups, due to reduce in-person communication, lack of knowledge on self-care, and lack of effective virtual communication/service delivery approach. The project Responding with Essential SRHR Provision and New Delivery Mechanisms (RESPOND), funded by DFAT-IPPF, works to improve utilization of high-quality and equal SRHR information and services for vulnerable people, focusing on innovative approach and restoring services affected by COVID-19. The service provision from the distance “Telemedicine” is the first initiative priority approach for the project. Since August 2021, the RESPOND project, in collaboration with UNFPA, has begun providing technical support to the National Program (NMCHC) to develop the Telemedicine guidelines. By engaging regularly in a small TWG for a few sessions, the Telemedicine guidelines were drafted and finalized in May 2022. It plans to pilot in 16 selected HCs of two provinces, Battambang and Kampot. It will be implemented by health service providers coming from 16 health centers of the four ODs; Thmar kaul, Sampov Loun, Kampong Trach and Chhouk OD. Before, during and after the implementation of this activity, the project needs to document on what we have learnt, what is good practice and challenges, so we are seeking an experienced/expert to develop short video 10-15 minutes capturing the process and key finding of telemedicine. RHAC will document the effectiveness of the Telemedicine intervention in order to scale-up best practices and project implications. RHAC will seek for an experience consultant to produce video documentary of the project implementation intervention following the objective and key areas below:

  • To show up the process of new approach of telemedicine implementation from the beginign to the end of pilot implementation (Guideline development to the end of pilot implementation:1 year, July022-Jun023)
  • To document on good practice and lesson learnt in sccaling up the implementation for the next step
  • Focus areas of the documentaries

III.              Outputs and tasks of the consultant The consultant will be expected to submit:
  • One final full-length video about the supporting client to access SRH services (ANC, FP, abortion) at health facilities (up to 15 minutes) in October 2022
  • One final shorter version of the above video (up to 2 min 30 sec) for specific use on RHAC websites and social media pages in November 2022
  • One final very short versions/trailers (up to 60 sec maximum) based on the above full-length video in December 2022
To reach the output results, the consultant will perform and deliver the following tasks:
  1. Review relevant documents and materials (project documents, activity reports, guideline, curriculum, etc.) in order to better understand the proposed intervention for documentation;
  2. Develop the inception report including detailed work plan (field visits, interviews, etc.), a structure for the documentaries and a script (in close consultation with the Project team) for comments;
  3. Develop scripts, storylines and storyboards
  4. Visualize quality graphs and photos, through identification and using innovative concepts, to ensure each step of narration is understandable and attractive to audiences;
  5. Produce the videos in Khmer language with English subtitle and the written documents in English;
  6. Present the final products, incorporating the comments arising from the presentation to the project team
The consultant is required to have his/her own equipment for filming and fulfill all of the above scope of services. The key deliverables of this consultancy will be the following:
  • One final full-length video about the supporting disabled people intervention (up to 15 minutes)
  • One final shorter version of the above video (up to 2 min 30 sec) for specific use on RHAC websites and social media pages
  • One final very short versions/trailers (up to 60 sec maximum) based on the above full-length video
  • A copies of raw footage file and working file recorded during the field mission
  • Edited, high quality still photographs for use in RHAC communications work
  • All the videos must have standard quality (4K); all the media contents used for video production are licensed
  1. Requirements
  • Proven record as lead author, researcher and technical coordinator of major international publications and reports.
  • At least 5 years of solid experience, technical specialization and proven experience working on international development issues with emphasis on women’s, children’s and adolescents’ health and well-being, from a right- and gender-based approach.
  • Experiences of interacting and working with youth and students in school, or having experiences of using Youth-Friendly Participatory Action Research Methods
  • Familiarity or knowledge and experience of policy contexts and operational realities of sexual and reproductive health and rights
  • Familiarity with relevant international, intergovernmental/UN policy for an asset.
  • Excellent writing skills in English, and proven analytical skills and ability to synthesize findings from diverse materials and sources.

  1. Application Submission
Please provide a proposal, including CV, financial proposal and two samples of relevant reports and publications at (admin@rhac.org.kh) by (25-June 2022). Annex 1: Timelines Approximate Timeframe Consultant Contract Issued to Successful Candidate(s): June 25, 2022 Timeline: There are 09 working days to be charged by the consultant with 8 months contract duration (from 01st July 2022 until 28th February 2023)
  • Inception report 2-4 pages of the Telemedicine intervention in English and Khmer shall be delivered no later than one week after collecting the information/documents from the field. There will be a total of 2 days.
  • Video documentation and shooting. There are 4 days for the site visited (at least 2 visited per sites).
  • Submission of final videos, including presentation in English and Khmer for RHAC and revisions. The final videos shall be delivered not late than 1 week after the presentation. There will be a total of 3 days.
